Multidimensional measure of poverty based on the axiomatic approach

case of Morocco

Abstract

This work aims to understand the poverty phenomenon in Morocco. Indeed, it is strongly based on the axiomatic poverty assessment and analysis, in particular through the calculation of the poverty indices. Also, it is based on the definition and calculation of no-monetary indicators, which may describe better the living conditions of households. These indicators will allow us then to measure the incidence of poverty from 1987to 2003-04 by constructing a wellbeing composite index (WCI)and by adopting the statistical methodology of step-by-step for the Multiple Correspondence Analysis (MCA). Indeed, in order to do that, we use the data survey given by the DHS (Demographic and Health Survey). In our work, the attributes of axiomatic approach can be classified into three dimensions covering the housing (housing quality, housing ownership and the conditions of housing), the education level and the consumer durable goods. The results obtained in our empirical investigation show that the incidence of poverty in Morocco has increased over the past two decades, especially for the households which they have at least one dimension (in the national level, urban and rural areas). In addition, in the case of the households with two dimensions simultaneously, the poverty incidence has been significantly declined. However, it should be noted that the disparities between urban and rural areas are larger, allowing us to conclude that the poverty is largely remained a rural phenomenon and the situation of poor has deteriorated because of lack of good quality of housing and education system. In terms of recommendations for the best economic and social policy, including the pro-poor growth strategies, particularly in the rural area, it seems necessary to target the poor by implementing the appropriate housing and education policies.
