Inter-temporal poverty measures

Abstract
An individual’s level of inter-temporal poverty is computed using a weighted average of their snapshot poverty in each time period. The weight assigned to the level of poverty in each time period is determined by the number of periods of relative affluence directly proceeding each poor period. A societal inter-temporal poverty measure is then obtained by aggregating across individuals. Necessary and sufficient conditions for the measures are provided.
