Agriculture and Escaping Rural Poverty: an analysis of movements and markets

Abstract

Much rural poverty is persistent, and inextricably intertwined with agriculture. Agriculture offers pathways out of poverty both through small farm and wage labour routes. The keys to escaping rural poverty are (often gradual, even intergenerational) accumulation of farm and other assets, and enhanced human development, within a growth context which disperses urbanisation and infrastructure, and a vulnerability context in which assets can easily erode. The paper examines the extent to which and how the key actors in a liberalised global context – in markets and value chains, and agrarian movements – can and do address these issues. The limitations of their actions and capacities leads on to a conclusion emphasising the role of the state, and a discussion about how this necessary role can be constructed afresh between 2010 and 2020.
